MahaSarathi (MH-UCDH) is Maharashtra's Unified Citizen Data Hub — a single, consented platform that creates a de-duplicated "Golden Record" of each citizen from multiple government data sources and uses it to enable accurate, transparent digital delivery of welfare schemes. It assigns every citizen a permanent identifier (MahaID) via Aadhaar eKYC, provides single sign-on (MahaONE) across government services, and manages citizen consent for data sharing in line with the DPDP Act, 2023. The platform gives departments a reliable single source of truth for eligibility, targeting and de-duplication across schemes.
Project Details
Brief Background
Citizen data in Maharashtra was historically fragmented across departments and schemes, leading to duplication, inconsistent records, poor targeting and leakage in benefit delivery. There was no single, consented, authoritative view of a citizen across programmes. MH-UCDH / MahaSarathi was conceived to consolidate these sources into a governed Golden Record with a permanent identifier, unified login and consent management, so that scheme delivery, de-duplication and eligibility checks could run against a single trusted dataset. The platform went live on 28 March 2026.
Objective
To establish a single, consent-governed, de-duplicated citizen data hub for the State that enables accurate targeting, eliminates duplicate/ghost beneficiaries, provides a permanent citizen identifier (MahaID) and unified login (MahaONE), and supports transparent, auditable digital delivery of welfare schemes across departments.
Benefits
Citizens get a single identity and login across government services and a consolidated view of their eligibility and entitlements. Departments get a trusted single source of truth that removes duplicate and inconsistent records, improving targeting and curbing leakage. Consent management ensures data is shared lawfully under the DPDP Act, 2023. The State gets consolidated dashboards across integrated sources for monitoring coverage, de-duplication and scheme delivery.
