The integrated PMIS application is a centralized, web-based management system developed to digitally support the planning, execution, monitoring, and evaluation of academic and training programmes conducted by NERIE.

Key Features and Capabilities:

1. Comprehensive Programme Lifecycle Management:Enables creation and categorization of programmes as upcoming, ongoing, completed, and closed, with facilities for batch and phase management, activity scheduling, venue allocation, timetable preparation, and programme closure or reopening workflows.

2. Participant and Attendance Management: Supports participant registration, acceptance/rejection workflows, daily attendance recording, pre- and post-tests, and structured feedback collection to assess programme effectiveness.

3. Academic Administration and Faculty Services: Allows management of departments, courses, subjects, faculty profiles, and academic schedules. Faculty can upload study materials, create assignments and tests, evaluate submissions, upload internal assessment marks and so on.

4. Student Academic Services: Provides students access to study materials, assignments, attendance records, internal marks, and test details. Students can upload assignments, apply for leave, track approvals, and submit feedback, ensuring transparency and continuous academic engagement.

5. Resource Person Management and Claims Processing: Maintains a repository of resource persons with expertise details, institutional affiliation, and programme participation history. It also supports online submission of TA/DA (local and non-local) and honorarium forms, viewing of submitted details, and profile updates through secure self-service workflows (developed and integrated, deployment pending).

6.Role-Based Access and Approval Hierarchy: Implements hierarchical role-based access for Local Admin, Coordinators, Faculty, Students, Participants, Resource-Persons, and Principal/Director, ensuring secure approvals and controlled workflows.

7.Reporting and Decision Support:
Generates programme schedules, attendance reports, participant and resource mapping reports, academic performance summaries, and  dashboards to aid monitoring.

8. Security and Infrastructure:
The application has undergone security audit, is deployed and hosted on NGC 1.0 infrastructure, and is supported with documentation, technical support, and ongoing maintenance.

Overall, the system replaces manual registers and fragmented processes with a unified digital platform, improving efficiency, transparency, accountability, and institutional data availability.

Project Details

Brief Background

The National Council of Educational Research and Training (NCERT), established in 1961 by the Government of India, is an autonomous organization that advises the Central and State Governments on policies and programmes for qualitative improvement of school education. NCERT undertakes and promotes research in school education and develops textbooks, supplementary learning materials, multimedia digital resources, and educational kits.

NCERT operates through its constituent units, including the National Institute of Education (NIE), Central Institute of Educational Technology (CIET),
Pandit Sundarlal Sharma Central Institute of Vocational Education (PSSCIVE), and five Regional Institutes of Education (RIEs) located across the country.
The North-East Regional Institute of Education (NERIE), Shillong, is one of these constituent units and caters to the educational needs of the
eight North-Eastern states: Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura.

To strengthen academic administration and improve the management of training and academic programmes, NERIE approached NIC, Meghalaya State Centre, to design and develop an integrated software solution comprising the Program Management Information System (PMIS), Faculty Management Information System (FMIS), Student Management Information System (SMIS), and Resource Person Management Information System (RPMIS).

Objective

The long-term goal of the PMIS platform is to establish a unified, scalable digital ecosystem that supports the sustainable growth of academic
and professional development programmes conducted by Regional Institutes of Education. The system aims to improve programme delivery, strengthen academic governance, and enhance engagement between educational institutions and stakeholders.

Specific Objectives:

  -> To digitize end-to-end academic and training programme management while supporting offline programme execution.
  -> To improve administrative efficiency through centralized data management and standardized workflows.
  -> To strengthen monitoring and evaluation using real-time reporting and analytics.
  -> To enhance academic service delivery for faculty and students through integrated learning and assessment tools.
  -> To promote transparency in participant engagement, attendance, feedback, and academic performance tracking.
  -> To streamline engagement and financial claims processing for resource persons.
  -> To provide a scalable framework that can be extended to other Regional Institutes of Education (RIEs) under NCERT across the country.
  -> To support future integration with national education digital platforms and policy-driven reforms in academic administration.
