The Meghalaya Administrative Training Institute (MATI) Training Management Information System (TMIS) is a centralized digital platform designed to automate and streamline the planning, execution, and monitoring of training programmes conducted by MATI. The system supports end-to-end training management, including training calendar creation, programme scheduling, participant registration, attendance tracking, resource person management, feedback collection, reporting, and digital certificate generation. TMIS is securely hosted at the Meghalaya State Data Centre and complies with government IT and security standards.

Project Details

Brief Background

The Meghalaya Administrative Training Institute (MATI), established in 1990, has been the State’s apex institution for training and capacity building of government officials. As the volume, scale, and complexity of training programmes increased over the years, MATI relied largely on manual and paper-based processes for planning, coordination, participant management, and reporting, which led to operational inefficiencies and limited real-time visibility.
 
To support MATI’s expanding mandate: including large-scale trainings, free civil service coaching programmes, and residential training supported by hostel facilities—the need for a centralized, technology-driven system became essential. This led to the conceptualization and development of the MATI Training Management Information System (TMIS) and its allied digital modules, enabling MATI to modernize training administration, improve transparency, and efficiently manage programmes, participants, and institutional resources through an integrated digital platform.

Objective

1. To provide a centralized digital platform for end-to-end management of training programmes conducted by the Meghalaya Administrative Training Institute (MATI).
2. To automate key processes including training calendar planning, programme approvals, participant registration, attendance tracking, feedback collection, reporting, and certificate generation.
3. To enhance transparency, efficiency, and accountability in training administration across MATI’s six functional cells.
4. To enable real-time monitoring, data-driven decision-making, and accurate reporting for administrators and policymakers.
5. To integrate allied systems such as Civil Service Coaching Admissions (CSCA) and Hostel Management (HMS) for seamless institutional operations.
6. To replace manual and paper-based workflows with secure, scalable, and user-friendly digital solutions aligned with the Government of Meghalaya’s digital governance initiatives.

Implementation Methodology

1. System Study and Requirement Analysis 
A detailed system study was conducted at MATI involving Directors, Assistant Directors of six cells, dealing assistants, and administrative staff to understand existing manual processes, challenges, and functional requirements across training, admissions, and hostel operations.
 
 2. Design and Development 
Based on the requirements, TMIS was designed as a modular, role-based web application covering training calendar management, programme workflows, participant and resource person management, attendance, feedback, reporting, and certificate generation. Allied modules for Civil Service Coaching Admission (CSCA) and Hostel Management System (HMS) were also designed.
 
 3. Iterative Development and Testing 
The application was developed using an iterative approach with regular demonstrations to stakeholders. Unit testing, integration testing, user acceptance testing, and manual validation were conducted to ensure functional accuracy and usability.
 
 4. Security Audit and Compliance 
TMIS underwent comprehensive security audits, including white-box, black-box, and manual testing, and received security clearance in compliance with Government IT standards.
 
 5. Deployment and Hosting 
The system was deployed at the Meghalaya State Data Centre (SDC), ensuring secure hosting, centralized data management, and reliable system availability.
 
 6. User Training and Capacity Building 
Hands-on training sessions and demonstrations were conducted for Directors, Assistant Directors, dealing assistants, and support staff. User manuals and guidance documents were prepared to support smooth adoption.
 
 7. Implementation and Operational Support 
TMIS was implemented across all six functional cells of MATI with continuous technical and functional support, ensuring smooth transition from manual to digital processes.
 
 8. Integration and Expansion 
The CSCA module was integrated for end-to-end civil service coaching admissions with SMS-based communication. The Hostel Management System has been designed and developed and is pending departmental verification before rollout.
 
 9. Continuous Enhancement and Monitoring 
The system is continuously monitored and enhanced based on user feedback, evolving administrative needs, and policy requirements, ensuring scalability and long-term sustainability.
