The Meghalaya Residents Safety and Security Act, 2016 (MRSSA)   is implemented through a dedicated digital portal (https://megrssa.nic.in/) and mobile app to facilitate tenant registration and verification across Meghalaya. Initially launched in select localities of Shillong and now expanded within East Khasi Hills, the system enables one-time registration for landlords and tenants, online submission of documents, rental unit declaration, and a structured clearance workflow involving Rangbah Dong and Rangbah Shnong. The platform supports real-time status tracking, unique identification for record continuity, and strict role-based access to ensure transparency, efficiency, and data confidentiality.

Project Details

Brief Background

The Meghalaya Residents Safety and Security Act, 2016 (MRSSA) was enacted by the Government of Meghalaya to strengthen resident safety across the state. Initially rolled out in seven localities of Shillong, its implementation has since expanded to 16 localities within the East Khasi Hills District.
 
To operationalize the Act, a dedicated digital platform (megrssa.nic.in) has been developed, comprising a mobile-responsive web application and a dedicated mobile app for landlords and tenants. The system enables one-time registration, digital submission of tenant details and documents, rental unit declaration by landlords, and an online clearance workflow involving local governance authorities. Applications move through structured verification, recommendation, and approval stages, with real-time status tracking for transparency.
 
The portal ensures record continuity through unique identification of landlords and tenants, allowing tenant data to remain persistent even when relocating within the state. Role-based access controls restrict data visibility to the relevant locality, ensuring confidentiality while enabling efficient coordination among landlords, tenants, Rangbah Dong, Rangbah Shnong, police stations, and the district task force.

Objective

The objectives are: -
- To regulate the entry, stay, and verification of tenants in the state.
- To prevent anti-social elements from misusing rental accommodations.
- To enable enforcement of safety laws through digital and community-based systems.
- To involve local governance structures in the verification process.
- To maintain a secure and peaceful environment in the state.
