OBPS is a single window clearance system, initiated under the AMRUT 2.0 mission reform. It is a Mission Mode Project under the Ease of Doing Business initiative of the Government of India, spearheaded by MoHUA. The system’s development is led by NIC Meghalaya for all North Eastern States, as well as Jammu & Kashmir and Ladakh, in collaboration with NIC, MoUHA, the Town & Country Planning Organisation, eGov Foundation, and respective State Departments of Urban Affairs.

Project Details

Brief Background

The Online Building Permission System (OBPS) Portal for Meghalaya was launched on 11th August 2025 by the Honourable Chief Minister. OBPS is a single window clearance system, initiated under the AMRUT 2.0 mission reform. It is a Mission Mode Project under the Ease of Doing Business initiative of the Government of India, spearheaded by MoHUA.
The system’s development is led by NIC Meghalaya.
OBPS aims at proving an end to end solution to citizens, from online scrutiny of Building Plans, submission of applications for Building Permit, to online delivery of the Building Permission Certificate. 
OBPS can be accessed from laptop, PC and other handheld portable devices by the stakeholders (MUDA Officials, Registered Technical Personals, etc) and will serve as an important medium to get Building permits without any hassle. The system’s core module, eDCR (Electronic Development Control Regulations), reads
AutoCAD files and automatically scrutinizes building plans as per the Bye Laws. Hence, citizens can verify if their Building Plan drawings are prepared as per the notified Building Bye Laws of the State from the comfort of their homes and the process can be completed in a matter of seconds. Correctionsrequired in the Building Plan Drawing, if any, will be mentioned in the Scrutiny Report which is generated after the citizens upload the Plan Drawing.
Once the building plan drawing has been accepted/ cleared, citizens can apply for Building Permit online itself. Once submitted, citizens can track the status of the application  through the application portal. SMS notifications are being sent to the applicant regarding the status of their application.

The Online Building Permission System (OBPS) facilitates an efficient and standardized building permit approval process for both Government Officials of MUDA and RTPS authorities through structured digital tools. The system enables automated scrutiny, integrated calculation of building permit fees based on occupancy types, systematic administrative assessments, and end-to-end digital tracking of applications to ensure timely and accurate processing.
 
One stop digital solution
OBPS serves as a single-window digital platform enabling stakeholders to apply for empanelment and obtain building permissions without the need for physical visits to government offices. All critical stages previously handled through manual processes are fully integrated into the online portal, including e-DCR scrutiny, online fee payment, generation, and downloading of building permits and related approvals.
Transparency and Efficiency
OBPS aims to ensure a transparent, accountable, and time-bound building permission process across the State by minimizing human intervention, enabling real-time application tracking, and adhering to defined service delivery timelines. The system is designed to facilitate the issuance of building permits within a maximum period of 30 days, in line with RTPS standards.

OBPS ensures a uniform and streamlined building permit approval process throguh automated scrutiny, standardised assessment tools, and integrated fee calculation based on occupancy types, reduced manual errors and processing days.

The system Provides a one- stop digital platform for empanelment and building permission services, enabling applicants to complete all procedures online, including e-DCR checking, payments and downloading of permits, without visiting government offices.

By enabling end-to-end digital processing and monitoring, OBPS supports compliance with RTPS timelines and facilitates the issuance of building permits within 30 days.

The system centralizes assessment data and digitizes the building permits from the jurisdiction under MUDA, allowing for comprehensive assessments. Administrators can monitor Building application progress at different levels, ensuring that learning gaps are addressed efficiently. 
Future Enhancements:
With plans to expand system functionalities, OBPS aims to include additional occupancy categories and extend coverage to permissions for building extensions and allied services. Proposed enhancements also include the integration of a PMAY helpdesk and other citizen support mechanisms. These upgrades will further simplify the building permission process for RTPS authorities and applicants, improve inclusivity, and strengthen OBPS as a comprehensive, end-to-end digital platform for urban development service delivery.

Implementation Methodology

The implementation methodology of the Online Building Permission System (OBPS) is designed to ensure the smooth adoption of the platform by Urban Local Bodies (ULBs), development authorities, and stakeholders, while improving efficiency, transparency, and service delivery in the building permission process. The following key steps and strategies guide the implementation of OBPS:
1. Pilot Implementation Phase
Initial Pilot
The first phase of implementation involves piloting OBPS was done on 11th August 2025 in selected jurisdictions under MUDA (Shillong, TURA, Jowai, Brnyhat) and RTPS services. This phase helps in identifying operational challenges, validating workflows, and assessing system performance in real-world conditions.
Feedback and System Refinement
Feedback is collected from municipal officials, technical staff, licensed professionals, and applicants to improve system functionalities, streamline approval workflows, and enhance user experience prior to wider deployment.
2. Phased Rollout Across Jurisdictions AND Occupancy 
Gradual Expansion to All Planning Areas
Following a successful pilot, OBPS is rolled out in a phased manner across all ULBs and planning jurisdictions to ensure controlled deployment and effective issue resolution. Phased implementation enables authorities to manage transition from manual to digital processes smoothly, ensuring minimal service disruption and consistent adoption.
3. Training and Capacity Building
Training of Government Officials and RTPS Operators
Comprehensive training programs are conducted for ) municipal staff and planning officers (21-22 August 2025) and RTPS (22-28 September 2025), to ensure effective use of OBPS for scrutiny, approvals, and monitoring.

4. Integration with Regulatory and Technical Systems
e-DCR and Automated Scrutiny Integration
OBPS integrates e-DCR modules for automatic building plan scrutiny in accordance with local building bye-laws and development control regulations. The e-DCR testing has been done for all occupancy implemented to aboid any error.
Centralized Data Repository
All building permit applications, approvals, drawings, and related data are stored in a centralized database, enabling real-time access, compliance monitoring, and regulatory reporting.
5. End-to-End Digital Processing
Online Application and Fee Payment
Applicants can submit applications, upload drawings, and make online payments through the OBPS portal, ensuring complete digitization of the approval process.
Automated Workflow and File Tracking
System-defined workflows ensure applications are routed through appropriate officials with time-stamped actions and complete audit trails.
6. Monitoring, Evaluation, and Compliance
Real-Time Monitoring Dashboards
Dashboards provide authorities with real-time insights into application volumes, processing times, pendency, and RTPS compliance.
Service Delivery Evaluation
Performance metrics are used to evaluate efficiency, identify bottlenecks, and improve service delivery standards across jurisdictions.
7. Feedback and Continuous Improvement Mechanism
Stakeholder Feedback Collection
Structured feedback mechanisms are established for municipal officials, licensed professionals, RTPS, and citizens to report issues and suggest improvements.
Periodic System Reviews
Regular review meetings are conducted with implementing agencies and urban development departments to assess system performance and introduce enhancements.
8. Future Enhancements and Scalability
Expansion of Service Modules
Future phases will include additional occupancy categories, permissions for building extensions, and integration of PMAY and other housing-related services.
9. Inter-Departmental and Stakeholder Coordination
Coordination with other Departments in State.
Implementation is carried out in coordination with ULBs, development authorities, planning departments, and RTPS agencies to ensure regulatory alignment and operational efficiency.
Engagement with Professionals and Citizens
Outreach programs and awareness campaigns are conducted to familiarize architects, engineers, developers, and citizens with OBPS processes and benefits.
