Implementation Methodology
The implementation methodology of the Online Building Permission System (OBPS) is designed to ensure the smooth adoption of the platform by Urban Local Bodies (ULBs), development authorities, and stakeholders, while improving efficiency, transparency, and service delivery in the building permission process. The following key steps and strategies guide the implementation of OBPS:
1. Pilot Implementation Phase
Initial Pilot
The first phase of implementation involves piloting OBPS was done on 11th August 2025 in selected jurisdictions under MUDA (Shillong, TURA, Jowai, Brnyhat) and RTPS services. This phase helps in identifying operational challenges, validating workflows, and assessing system performance in real-world conditions.
Feedback and System Refinement
Feedback is collected from municipal officials, technical staff, licensed professionals, and applicants to improve system functionalities, streamline approval workflows, and enhance user experience prior to wider deployment.
2. Phased Rollout Across Jurisdictions AND Occupancy
Gradual Expansion to All Planning Areas
Following a successful pilot, OBPS is rolled out in a phased manner across all ULBs and planning jurisdictions to ensure controlled deployment and effective issue resolution. Phased implementation enables authorities to manage transition from manual to digital processes smoothly, ensuring minimal service disruption and consistent adoption.
3. Training and Capacity Building
Training of Government Officials and RTPS Operators
Comprehensive training programs are conducted for ) municipal staff and planning officers (21-22 August 2025) and RTPS (22-28 September 2025), to ensure effective use of OBPS for scrutiny, approvals, and monitoring.
User Support and Learning Resources

4. Integration with Regulatory and Technical Systems
e-DCR and Automated Scrutiny Integration
OBPS integrates e-DCR modules for automatic building plan scrutiny in accordance with local building bye-laws and development control regulations. The e-DCR testing has been done for all occupancy implemented to aboid any error.
Centralized Data Repository
All building permit applications, approvals, drawings, and related data are stored in a centralized database, enabling real-time access, compliance monitoring, and regulatory reporting.
5. End-to-End Digital Processing
Online Application and Fee Payment
Applicants can submit applications, upload drawings, and make online payments through the OBPS portal, ensuring complete digitization of the approval process.
Automated Workflow and File Tracking
System-defined workflows ensure applications are routed through appropriate officials with time-stamped actions and complete audit trails.
6. Monitoring, Evaluation, and Compliance
Real-Time Monitoring Dashboards
Dashboards provide authorities with real-time insights into application volumes, processing times, pendency, and RTPS compliance.
Service Delivery Evaluation
Performance metrics are used to evaluate efficiency, identify bottlenecks, and improve service delivery standards across jurisdictions.
7. Feedback and Continuous Improvement Mechanism
Stakeholder Feedback Collection
Structured feedback mechanisms are established for municipal officials, licensed professionals, RTPS, and citizens to report issues and suggest improvements.
Periodic System Reviews
Regular review meetings are conducted with implementing agencies and urban development departments to assess system performance and introduce enhancements.
8. Future Enhancements and Scalability
Expansion of Service Modules
Future phases will include additional occupancy categories, permissions for building extensions, and integration of PMAY and other housing-related services.
9. Inter-Departmental and Stakeholder Coordination
Coordination with other Departments in State.
Implementation is carried out in coordination with ULBs, development authorities, planning departments, and RTPS agencies to ensure regulatory alignment and operational efficiency.
Engagement with Professionals and Citizens
Outreach programs and awareness campaigns are conducted to familiarize architects, engineers, developers, and citizens with OBPS processes and benefits.
