The e-Litigation System is a Court Case Monitoring Application integrated with the High Court Case Information System (CIS) for automated retrieval of court case details. It maps cases to the concerned Government Departments and assigned Advocates and enables monitoring by the Nodal Officers of the Departmental . The system provides automated updates and system-generated alerts on case proceedings and upcoming hearing schedules.

Project Details

Brief Background

E-Litigation is a comprehensive Court Cases Monitoring System for court cases that are pending across various Government Departments. The system facilitates extraction of the new cases registered in the Case Information System of the Meghalaya High Court through APIs calls. The systems have been integrated with the High Court system. The online system enables the monitoring of case status, engagement of Government counsels, and daily updating of court proceedings.
 
The application provides facilities to track the status of pending cases in the High Court and allows Departments and Heads of Departments (HoDs) to effectively monitor these cases. Court proceedings are updated on a daily basis to ensure accurate and up-to-date information. The application automated SMS alerts and notifications about the next date of hearing to senior officials, advocates, and the Secretary, Law Department so that they are aware of the Next Hearing. SMS alerts are sent at regular intervals, including one day prior to the scheduled hearing date, ensuring timely follow-up and efficient case management by the officials .

Objective

The objective of the e-Litigation System is to provide a centralized digital platform for monitoring cases registed with Meghalaya High Court that involves Government Departments. The system enables automated retrieval of case data from the High Court Case Information System (CIS), periodic synchronization of daily court proceedings, and structured monitoring of case status and engagement of Government Counsels.
 
Another key objective is to enable Departments and Heads of Departments (HoDs) to track litigation matters in real time, facilitating timely issuance of instructions to govt. Advocates and prompt compliance with the court directions. The application further aims to minimize delays arising from missed hearings or coordination gaps through system-generated alerts and reminders.

Implementation Methodology

The e-Litigation System is implemented through a structured and phased approach to ensure reliability, security, and ease of adoption. Initially, detailed requirements are gathered in consultation with the Law Department, Advocate General’s Office, and the High Court to understand the required workflows and reporting needs.
The system is developed as a web-based application with role-based access for Departments, Heads of Departments (HoDs), Government counsels, and monitoring authorities. Key modules include case entry, status tracking, automated daily proceedings updates, counsel case monitoring, automated SMS notifications, and reporting dashboards. Existing High Court case data is fetched through API integration and digitized where required to ensure accurate and up-to-date information.
