The Direct Benefit Transfer initiative was launched by the Government of India on January 1, 2013, to reform the existing delivery system for welfare schemes. The objective was to transfer subsidies and benefits directly into the bank accounts of beneficiaries, minimizing fraud and enhancing transparency. In alignment with this national initiative, the Government of Goa established dbtgoa.gov.in to manage and monitor the state's DBT schemes effectively.

Brief Background

dbtgoa.gov.in is the Government of Goa s dedicated platform for implementing the Direct Benefit Transfer system. It aims to streamline the disbursement of various welfare schemes by ensuring that financial assistance reaches the intended recipients without intermediaries thereby reducing delays and potential leakages

Objective

Efficient Delivery: Ensure timely and accurate transfer of benefits to beneficiaries bank accounts.
Transparency: Reduce corruption and leakages by eliminating intermediaries in the disbursement process.
IJNRD Financial Inclusion: Encourage the opening of bank accounts among beneficiaries promoting broader financial inclusion.
IJNRD Accountability: Establish a robust monitoring system to track fund disbursements and ensure compliance with scheme guidelines.

Direct Transfers: Funds are deposited directly into beneficiaries bank accounts ensuring they receive the full amount without deductions.
Reduced Delays: Electronic transfers expedite the disbursement process allowing beneficiaries to access funds promptly.
Enhanced Monitoring: The system provides real-time tracking of fund flows enabling better oversight and management of welfare schemes.
Cost Savings: By minimizing administrative overheads and reducing fraud the government can allocate resources more effectively.

Implementation Methodology

First phase of DBT was initiated in 43 districts and later on 78 more districts were added in 27 schemes pertaining to scholarships, women, child and labour welfare. DBT was further expanded across the country on 12.12.2014. 7 new scholarship schemes and Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) was brought under DBT in 300 identified districts with higher Aadhaar enrolment.
