The Goa Institute of Public Administration and Rural Development (GIPARD) is the Government of Goa's premier administrative training institute, dedicated to enhancing governance and rural development through comprehensive training and capacity-building programs. GIPARD was established on January 1, 2014, evolving from the former Goa Institute of Rural Development and Administration (GIRDA). Located at Ela Farm, Old Goa, GIPARD serves as the Administrative Training Institute (ATI) for the state and also functions as the State Institute for Rural Development and Panchayati Raj (SIRD&PR). It operates as an autonomous body under the Societies Registration Act, 1860 . The institute caters to a diverse audience, including government officials, elected representatives of local self-governments, Self Help Groups (SHGs), academic institutions, and NGOs, providing them with opportunities to enhance their capacities through various training programs and workshops .

Brief Background
Goa Institute of Rural Development & Administration (GIRDA) was established by converting the former Extension Training Centre (ETC) into a full- fledged State Institute of Rural Development vide order No. Gen l/1-1/GIRDA dated 5th November, 1999.
