The State e-Mission Team (SeMTs) are deployed at States / UTs by NeGD under the Capacity Building (CB) Scheme Phase-III of MeitY. SeMTs are envisioned to provide professional and Techno-Programme management support to the policy-making bodies of the States / UTs. It collaborates with the stakeholders for implementation of Central and State projects on digital governance and provides techno-program management consultancy. SeMT reports to the IT Secretary of the State / UT with a dotted-line reporting to Director, CB, and President & CEO, NeGD.
SeMT acts as the primary advisory body assisting the decision-making authorities in driving the Digital India ecosystem across the line Departments in the State / UT. It collaborates with the senior officials of the State Government / UT Departments on a regular basis. This ensures the implementation of projects in a Techno-Legal framework compliant, citizen-centric, and sustainable manner. SeMTs contribute to the digital governance and IT initiatives with a multi-dimensional array of adeptness, inter alia, in Techno-Programme management, Bid Process management, Capacity Building, Government Process Reengineering, Change Management, Concept Notes, Detailed Project Report, and overall appraisal of digital governance and IT projects.
SeMTs aid the implementation, monitoring and evaluation mechanism by assisting the Apex Committee on Digital India and multiple other forums aimed at spearheading Digital India programmes at States / UTs. It thereby assists NeGD in implementing the Digital India ecosystem through digital governance programmes and capacity building initiatives under CB Scheme Phase-III.
Under the CB Scheme Phase-III, a total of 200 SeMT resources are sanctioned for deployment by NeGD, comprising 180 Fixed resources and 20 Flexible resources across 36 States / UTs. The overall sanctioned details are as per the following Table-1:
