GOAL

The goal of the programme is to enable Police Officers, State Cyber Cells, Law Enforcement Agencies, Prosecutors and Judicial Officers with the requisite skills to deal with Cyber Forensics Cases efficiently & effectively as per the Indian Cyber Law while adopting global best practices, standards and guidelines using the digital transformation.

CHALLENGES

With advent of digital age and increased use of mobiles and computers, the world is witnessing a phenomenal increase in cybercrimes over the past few years which pose a major challenge for the Law Enforcement Agencies (LEA) across the world. To deal with this increasing rate of cybercrime, under the flagship programme of Digital India; Government of India is planning to launch this online capacity building program. Major challenges being faced currently by LEAs: 1) Lack of trained workforce in cybercrime investigations. 2) Lack of standard frameworks indicating the required skill sets. 3) Capacity constraints faced by the Training Institutes. 4) As a first respondent, police officials do not have the required knowledge to handle the investigations. 5) Courts do not appreciate the provided evidence. 6) Inadequate standard frameworks and procedures to handle the cybercrime.

ONLINE PG DIPLOMA IN CYBERCRIME INVESTIGATION AND DIGITAL FORENSICS

In order to counter these challenges, NeGD, under the Digital India Programme has taken an initiative to offer ‘Online PG Diploma in Cyber Law, Crime Investigation & Digital Forensics’ in a phased manner to 1000 officials including Police, State Cyber Cells, Law Enforcement Agencies, Prosecutors and Judicial Officers through Learning Management System (LMS). This programme will be conducted in collaboration with NLIU (Bhopal) and other law schools/ universities like National Law University (Delhi), National Law School of India University (Bangalore), Rajiv Gandhi National University of Law (Patiala), etc. in “Hub and Spoke Model”, throughout the country. NeGD has signed Memorandum of Understanding (MoU) with The National Law Institute University, Bhopal and National Crime Records Bureau (NCRB) to collaborate for this programme.

FEATURES OF LEARNING MANAGEMENT SYSTEM

The main features of LMS comprises of Conducting Training Needs Assessment, Scheduling Trainings, Monitoring progress of various courses, Forums for discussion, e-Content by experts, online assessment, self-tracking, webinars etc. Content updates with respect to constantly changing technologies and methods of cybercrimes, providing digital transformation for the Police Force/ LEA under Digital India Program.

EXPECTED OUTPUTS

The following are the outputs expected from the programme.

a. PG Diploma In Cybercrime Investigation And Digital Forensics awarded to 1000 participants

b. Minimum 100 hrs e-Content developed for further training purpose

c. A State of Art Cyber Forensics Lab established for continual training

d. Increase in number of Qualified Resources with State Police/Law Enforcement Agencies/Judiciary
