The CB Scheme also aims to coordinate, leverage and enhance the existing e-Governance training and build a common platform for all. This vision to be met through us of technology platforms and competency based intervention. With eGCF (e-Governance Competency Framework), LMS( Learning Management System ) and KMS( Knowledge Management System), in addition to the on-going face to face programmes ,It is expected these programmes to be delivered in the future would leverage the KMS and LMS platform which may include blended as well as face to face trainings too.. The main objective of the e-Governance Capacity Building Programmes aims at (a) facilitating deep understanding of factors that result in success, failure and sustained success of e-Governance Projects; (b) To develop e-Governance champions within Government at Central & state level to lead, support, manage and executive Mission Mode Projects under NeGP and other e-Governance Projects of respective State Governments. (c) To develop trainers by conducting Train the Trainer Programmes, who will in turn take up the responsibility of conducting training programmes to cover a larger group subsequently
Capacity Building Phase-II to be Implemented through LMS
The Capacity Building Phase II is a continuation of the initiatives under the Capacity Building Scheme (Phase I) and the scheme would also support the implementation of vision of Digital India including e-Governance and e-Kranti. The key components of the existing scheme are proposed to be continued for a further period of 5 years and the scope has been enlarged to cover Central Line Ministries in various training and knowledge sharing initiatives.
The National e-Governance Plan lays emphasis on Human Resources and Training initiatives for its effective implementation. It is widely recognized that there is a tremendous need to enhance the skill sets and to develop adequate number of appropriately trained resources to handle a variety of tasks needed for the successful implementation of NeGP2.0. Thus there is a need for expanding the pool of trained officials who could undertake the design, conceptualization, development and implementation of e-governance projects at different levels.
The objective of the C B Scheme Phase II is to provide professional resources to States and provide training to political and policy level decision makers for all States/UTs and Central Line Ministries to build the in-house capacity for implementation of various e-Governance initiatives. Digital India programme is envisaged as a transformational campaign changing the manner in which governance and public services are provided to citizens. It represents a paradigm shift and the key to implementing it right is ensuring that the right skills are made available in the various implementation teams across the nine pillars of Digital India.
The officials to be trained will be prioritized for absorbing in to virtual cadre for various Central and State Government Line Departments as and when constituted by respective states. Training components under CB II are:
