Most of the current schemes under SCSP and TSP are for livelihood or scholarship schemes. Launch of Digital India has accentuated the need for adequate and relevant capacities at all levels. Taking into account the rising need for trained human resource to take forward the e-Governance initiatives across the country, there is huge gap among the SC/ST officers. The TSP areas, by virtue of their geographical terrain are also among laggard states in implementing e-Governance initiatives.
Building capacities for Digital India: Certificate training programme on e-Governance processes and management and financial aspects for SC and ST and other general category Govt. officers across levels under SCSP and TSP area’, a two week comprehensive certificate programme for e-Governance Project Management covering Government Process Reengineering, e-Governance Project Procurement, Financial aspects of e-Government Projects, Presentation and Documentation Skills for SC and ST Govt. officers and General category officials deployed in the TSP areas. The skills proposed to be built through this Certificate training programmes transcends across all kinds of projects and programmes that a Govt. officer may be involved in and through this focused intervention, a large section of SC and ST Govt. officers will be enabled to handle work more efficiently, thus being better able to contribute to the Digital India programme over all and at the district level. Training Modules to be covered are:
- Project Management as per standards of PMP or PRINCE2
- Government Process Reengineering
- Procurement & Financial aspects of e-Governance Projects
- Presentation & Documentation Skills
