1.Introduction

National e-Governance Division: The Ministry of Electronics and Information Technology (MeitY), Government of India has formed the National e-Governance Division (NeGD) as an autonomous business division within Media Lab Asia, under the Ministry of Communication and Information Technology, Government of India, for supporting and assisting MeitY in the Programme Management of NeGP. The task of supporting coordination of Digital India is also being handled by NeGD.

NeGD supports MeitY in the following tasks:
Facilitating implementation of Mission Mode Projects by Line Ministries/State Governments; Providing technical assistance to Central Ministries/State Line Departments; Acting as Secretariat to Apex Committee; Undertaking technical appraisal of all NeGP projects to examine issues such as overall technology architecture, framework, standards, security policy, service delivery mechanism, sharing of common infrastructure; Human Resource Development, Training and Awareness Building, Framing core policies, technical assistance, R&D, awareness and assessment and creation of organization structure;

NeGD is also the Central Agency for implementation of Capacity Building Scheme which is aimed at providing technical and professional support to Centre/State/UTs Government at policy and decision making bodies and to develop specialized skills for e-Governance. It is intended to leverage technology to increase the speed and scale of training delivery.

In order to move towards a competency-based system which could ensure that each e-governance job role is performed by a person who has the required competencies for that job role, an e-Governance Competency Framework (e-GCF) has been developed. The framework strengthens capacity building for e-Governance/ Digital India by setting standards in people selection, deployment and trainings. The framework has the following key components

i. Defines 19 e-Gov job roles covering all aspects of e-Governance project lifecycle

ii.Identifies and defines a comprehensive set of competencies critical to implementation of e-Governance under Digital India

2.Purpose of the EOI

The purpose of this Expression of Interest is to hire an expert for setting up Learning Management System (LMS) and conduct content assessment for capacity building scheme under National e-Governance Plan 2.0 & Digital India. The objective of this document is to provide indicative information about the scope and objective of this activity.

3.Critical Information

Applicants are advised to study this EOI document carefully before submitting their proposals in response to the EOI Notice. Submission of a proposal in response to this notice shall be deemed to have been done after careful study and examination of this document with full understanding of its terms, conditions and implications.

4.Scope of Work

The target audience for trainings are Government officers at all levels in Central Line Ministries and State/UT Government who are involved in Mission Mode Projects and other e-Governance initiatives. The training area ranges from domain specific content to certification programmes in technology and Program Management areas. Examples of some of the domain related modules are e-Governance Project Life Cycle (eGLC), Government Process Reengineering, IT Rules and act, Policies and Guidelines etc. It is proposed that the trainings will be managed through the LMS for all the stakeholders. The e-Governance Competency Framework will be integrated in the LMS to deliver competency based training. The LMS is expected to consolidate the training delivery by functions such as Administration data for all participating institutes, Participant database, hosting Competency Framework assessment tool, Skill gap analysis of the participants, Learning roadmap for each role/position, mechanism for certification of all participants and hosting content for all courses under Capacity building.


The broad scope of work for the expert is as follows:

A.For LMS: conducting the feasibility study, recommend & develop a roadmap for LMS in NeGD, development of detailed spec requirement and formulating of RFP if required, bid-management including evaluation, managing the implementation of project from pilot to final testing and testing of content
B.For content: content assessment, review of the implementation strategy for learning design and delivery and EOI/RFP for empanelment of vendors and service providers, bid management and evaluation and to hold workshop, if required.

5.Eligibility Criteria:

A.Total experience of at least 15 years in complete cycle of content development and delivery
B.Experience of 2 LMS deployment at least with following conditions:
i.Deployment in mid to large size company ( greater than 1000 employees)
ii.Experience of deployment from end to end (as described above in point no 4)
iii.Played the lead role in at least 1 project
C.Minimum 10 years experience in e – Learning (content development, ILT, VLT, blended etc)
Supporting documents needs to be submitted to validate the above criteria

6.Applying Procedure

A.The applicant is expected to carefully examine all the instructions, guidelines, terms and condition and tables and annexure of the EOI. Failure to furnish all the necessary information as required by the EOI or submission of a proposal not substantially responsive to all the requirements shall be at applicant’s own risk and may be liable for rejection.
B.Proposals shall be submitted in two parts. Each part should be separately bound with no loose sheets. Each page of all parts should be page numbered and in conformance to the eligibility qualifications should be clearly indicated using an index page. The proposals should not contain any irrelevant or superfluous documents.
C.Applicant shall be required to submit 2 hard copies (1 Original + 1 Duplicate) of the Complete proposal.
D.The two parts of the Proposal should be as per following:

a.Technical Proposal ( E n v e l o p e 1 )-
i.Table 1 and annexure 1 provided in this document shall be submitted as part of the Technical Proposal.
ii.The envelope containing Technical Proposal shall be sealed and superscripted “Technical Proposal – Selection of consultant for setting up learning management system (LMS) and conduct content assessment for capacity building scheme under National e-Governance Plan 2.0 & Digital India
iii.The soft copy of the technical proposal to be submitted to – hr@negp.gov.in

b.Financial Proposal ( E n v e l o p e 2 ) -
i.Table 2 is for submitting the financial proposal. The sum total cost of all the activities will be considered as the financial proposal.
ii.The envelope containing Financial Proposal shall be sealed and superscripted “Financial Proposal - Selection of consultant for setting up learning management system (LMS) and conduct content assessment for capacity building scheme under National e-Governance Plan 2.0 & Digital India.” The quoted price shall be exclusive of Service Tax and inclusive of other Tax, if any.
iii.Travel, if any required for project purposes shall be reimbursed as per NeGD policy.

Envelope 1 & 2 should be put together in a single envelope along with other relevant documents and sent to address as provided on the data sheet.

7.Evaluation Procedure

A.The selection method would be Quality cum Cost Based Selection (QCBS) with weightage of 80% for technical qualities and 20% for financial.
B.Technical Proposal will be evaluated on:

i.Qualification and suitability to be ascertained given in the Table 1 and Annexure 1 as provided in the EOI
ii.Approach & methodology for the two components (to be submitted additionally)
Applicant will be called for presentation on the proposed approach & methodology

8.Pre- Bid clarification/Queries

B.The preferred mode of delivering written questions to the aforementioned contact person would be through mail or e-mail. Telephone calls will not be accepted. In no event will the NeGD be responsible for ensuring that Applicants’ inquiries have been received by NeGD.
